미국연방통신위원회(Federal Communications Commission)는 전파자원의 효율적 이용관리 방안의 일환으로 주요전기·전자제품에서 발생하는 불요전자파(EMI)를
구제하고 있습니다. 이와같은 규제는 연방통신법에 의거 실시되는데 위반시는 법에 따라 제품의 수입, 판매, 전시, 광고등 유통전반에 걸친 강력한 제재가 수반됩니다.
따라서 관련제품에 대한 FCC의 인증을 받지 못하면 미국내로 제품을 상륙시키는 것이 불가능하며 FCC 인증획득은 필수적인 것입니다.
FCC는 통신시장의 경쟁력 강화와 공공의 이익을 보호하기 위한 임무를 갖고 있으며, 의회로부터 지시받은 사항으로 무선, TV, 위성, 케이블에 의한 각 주 및 국제적인 통신에
관련한 정책을 개발하고 이를 이행하는 독립적인 정부대리 기관입니다.
 관련규정 및 대상기기
FCC의 인증이 필요한 관련규정은 CFR(Code of Federal Register) Title 47(Telecommun- ications)에
규정되어있으며 각 Part별 내용은 다음과 같습니다.

CFR 47 Part 15, 18, 95등 규정에 따른 FCC 인증 대상기기는 주로 송.수신기, 정보기기류, 방송수신기(FM,TV,VCR),
CB송수신기등이 해당되며 (표1)에 인증구분과 함께 언급되어 있습니다.

FCC 인증 방법
(1) 승인절차간소화 및 규제완화 차원에서 일부제품에 대하여, NIST(The National Institute of Standards and Technology)에서 운영하는 NVLAP (National Voluntary Laboratory Accreditation Program)에
의하여 인정된 시험소(Accreditation Laboratory) 에서 FCC 규정에 따른 적합성 시험을 한 후, 이 시험소에서 발행한 성적서에 의하여 별도의 인허가 절차없이 제품에 관련 마킹을 부착하여 직접 출하할
수 있는 DoC(Declaration of Conformity) 인증제도가 있으며 FCC ID는 필요하지 않습니다.
(2) 불요전자파를 발생시키는 제품이라도 전반적으로 제품의 Noise Level이 안정되어 있고 통신수단이나 다른 제품의 동작에 큰 영향을 미치지 않는다고 판단하는 기기는 제조자가 직접 그 제품에
대한 성능을 점검하여 기술기준을 만족할 경우는 별도의 인허가 절차를 생략하고 해당제품에 관련 마킹을 부착하여 직접 출하할 수 있도록 매우 완화된 절차를 적용하는 Verification 인증제도가 있으며,
FCC ID는 필요하지 않습니다.
(3) FCC는 Certification 인증절차의 제품에 FCC ID.를 부착하도록 요구하고 있으며, 이 FCC ID.는 FCC로부터 할당받는 Grantee Code와 신청자가 임의로 정하는 Equipment Product Code로
구성됩니다. 이 Grantee Code는 일종의 업체 등록표시이기 때문에 한 번 지정받으면 영구적으로 사용할 수 있습니다.
FCC인증후 해당제품을 관련 Marking을 표시하여 출하, 선적해야 합니다.
